The Finnish social security system is based on residence in Finland. When you move in Finland from abroad, Kela (the national Social Insurance Institution) makes a decision on whether you are entitled to Finnish social security.
 
You are entitled to Finnish social security if:​
  •  you move to Finland permanently, and if you have a residence permit that is valid for at least one year (this restriction does not apply to citizens of other Nordic countries) 
  •  you are a returnee 
  •  you have family ties with a person who lives permanently in Finland 
  •  you have an employment contract of at least two years’ duration

If you move to Finland temporarily from some other EU/EEC country or Switzerland, the European Health Insurance Card (EHIC)​ entitles the bearer to necessary healthcare services. 
If you are unsatisfied with the social or healthcare services you receive, you can contact the Officer for Social and Patient Affairs, who assists with submission of claims and acts to promote patients’ interests. The officer can also act as an arbitrator between customers and employees in problem situations.
